The Washington Township Board of Trustees met in Special Session on December 30, 2009, at 3:30 p.m. at the Washington Township Government Center, 8200 McEwen Road. Mrs. Young was excused. President Snyder opened the meeting and led the Pledge of Allegiance.
FISCAL OFFICER’s Business
Annual Contracts
Staff is requesting the Board of Trustees to authorize a number of annual contracts. These include purchases and/or contracts that are in excess of $2,500 over the entire year. A complete list is attached as Exhibit A.
It was moved by Mr. Berry, seconded by Mr. Snyder, that the Board approves the 2010 Vendors Over $2,500 List, as presented.

Amendment of 2009 Appropriation Resolution
The Township’s 2009 Appropriation Resolution was prepared prior to the end of the year 2008. It was based on estimated beginning of the year balances and estimated revenues and expenses. The Township’s estimated revenue should agree to the estimated revenue reflected on the County’s Amended Certificate of Resources. To reflect actual beginning of the year balances and to agree with the County’s estimated revenue reflected on the Certificate of Resources, staff is requesting an adjustment to our 2009 Appropriation Resolution. Staff will adjust estimated revenue and notify the County of any estimated revenue adjustments.
It was moved by Mr. Berry, seconded by Mr. Snyder, that the Board approves adjusting the 2009 Appropriation Resolution (Motions R2008-023, M2009-115, M2009-336, and M2009-360) as reflected in the 2009 Appropriation Amendment, which is attached as Exhibit B.

2009 Appropriation Transfers
Under State law, a state line item account cannot carry a negative balance. To prevent accounts from going negative, staff needs approval from the Board of Trustees for intra-fund transfers.
It was moved by Mr. Berry, seconded by Mr. Snyder, that the Board approves the appropriation transfers attached as Exhibit C.

2010 Appropriation Resolution
Staff is requesting approval of the 2010 Appropriation Resolution as presented.
It was moved by Mr. Berry, seconded by Mr. Snyder, that the Board approves the 2010 Appropriation Resolution as presented in the total amount of $45,150,359.

TOWNSHIP ADMINISTRATOR’S REPORT
Ms. Lightle wished everyone a Happy New Year.
CHECK REGISTER APPROVAL
It was moved by Mr. Snyder, seconded by Mr. Berry, that the Board approves the Regular Check Register dated December 30, 2009, in the amount of $45,427.49, said amount having been certified and appropriated.

Trustee Comments
Mr. Berry indicated that there was a nice reception for President Snyder just before the December 21st Trustee meeting. He expressed his appreciation for his many years of service and for his leadership during Mr. Berry’s two years as Trustee. He wished Mr. Snyder well.
Mr. Zobrist echoed Mr. Berry’s comments and wished everyone a good New Year’s.
Mr. Snyder thanked Ms. Lightle, staff and the other elected officials for a very nice send off and expressed his hope that the Township continues to move forward.
