The Washington Township Board of Trustees met in Regular Session on December 21, 2009, at 7:30 p.m. at the Washington Township Government Center, 8200 McEwen Road. President Snyder opened the meeting and led the Pledge of Allegiance.
MINUTES OF PRECEEDING MEETINGS
It was moved by Mr. Berry, seconded by Mrs. Young, that the Board approves the pre-meeting minutes and the minutes of the Regular meeting held December 7, 2009, and the Workshop held December 14, 2009.

FISCAL OFFICER’s Business
Appropriation Transfer
Under State law, a State line item account cannot carry a negative balance. To prevent accounts from going negative, staff needs approval from the Board of Trustees for intra-fund transfers.
It was moved by Mrs. Young, seconded by Mr. Berry, that the Board approves the appropriation transfers attached as Exhibit A.

Surplus Property
There are surplus items currently being stored throughout the Township. They are not needed for public use, are obsolete, or are unfit for the use for which they were acquired. Staff is recommending these items be declared surplus and is recommending approval of the items for auction, with the auction being online, using GovDeals to sell the items.
It was moved by Mr. Berry, seconded by Mrs. Young, that the Board approves a resolution declaring items no longer needed for public use, obsolete, or unfit for the use for which they were acquired for the operation of Washington Township and authorizes the sale of these items at internet auction through GovDeals.

Citizen Concerns
Louis Duchesneau, 921 El Kenna Court, in "the greatest township in the State of Ohio" expressed his appreciation on behalf of himself and other Township residents for Mr. Snyder’s years of service to the Township. He presented Mr. Snyder with a small token of appreciation.
Development Services
Software
The Township has measures in place on its computer network system to protect against security threats, to control access to internet web sites and to protect bandwidth usage. This is implemented through the use of a filtering software product, “Websense.” The purchased subscription for this product is due to expire and, therefore, needs to be renewed.
It was moved by Mrs. Young, seconded by Mr. Berry, that the Board authorizes the renewal of the existing subscription for “Websense” filtering software for three years at the approximate total cost of $5,300.

Fire
The Township’s maintenance supervisor has recommended replacement of the Fire Commander electronic control unit on Engine 42, which controls pump operations and water pressure on the engine. The idle control on the existing unit no longer functions. The Fire Commander electronic control unit is manufactured by Class 1 and Clarke Detroit Diesel GM of Dayton, Ohio, is the sole local supplier. Clarke Detroit Diesel GM has provided a quote of $3,500 for this unit.
It was moved by Mr. Berry, seconded by Mrs. Young, that the Board approves the purchase of a Fire Commander electronic control unit for Engine 42 from Clarke Detroit Diesel GM of Dayton, Ohio, for the total approximate cost of $3,500.

General
Changes to Employee Personnel Manual
Each year the Employee Personnel Policies and Procedures Manual is reviewed for updates. Staff has reviewed proposed changes with the Trustees.
It was moved by Mrs. Young, seconded by Mr. Berry, that the Board approves the updated Employee Policies and Procedures Manual, effective January 1, 2010.

Lease Agreements
Washington Township owns approximately 15 acres of land on the east side of Yankee Street at the Warren County border, approximately 25 acres of land on the northeast corner of Sheehan and Social Row Road, and approximately 30 acres of land on the corner of Dayton- Lebanon Pike and Social Row Roads. The Township wishes to lease these properties for the summer for planting crops, to be harvested in the fall.
It was moved by Mr. Berry, seconded by Mrs. Young, that the Board authorizes contracting with Lucas Brothers, Bellbrook, Ohio, to lease the acres listed above. The total contract price is $5,712; said amount to be paid on or before the first day of December, 2010.

Acceptance of Roadways
Ashbury Meadows, Section 3, is ready for public use and maintenance. This subdivision has been inspected and meets the requirements for dedicated public streets. The streets to be accepted are:

Ashbury Woods Drive 965 Lin. Ft.
It was moved by Mrs. Young, seconded by Mr. Berry, that the Board accepts for public use and maintenance, the streets in Ashbury Meadows, Section 3.

It was moved by Mr. Berry, seconded by Mrs. Young, that the Board establishes the speed limit for Ashbury Meadows, Section 3, at 25 miles per hour and authorizes the placement of signage in accordance with the Ohio Manual of Uniform Traffic Control Devices.

Public Works Road Certification
Each year, Washington Township is asked to certify the number of roadway centerline miles to the County Engineer. In 2009, the Township added 2.113 miles of roadway, bringing the total to 138.913 miles.
It was moved by Mrs. Young, seconded by Mr. Berry, that the Board certifies 138.913 miles of Township roads to the County Engineer.

TOWNSHIP ADMINISTRATOR’S REPORT
Ms. Lightle announced that the Township’s offices will be closed on Christmas Eve at noon and all day on Christmas Day. She also indicated that the Township’s offices will close at 2:00 p.m. on December 31st and will be closed on January 1st for New Year’s Day.
CHECK REGISTER APPROVAL
The O.R.C. requires purchase orders that are created after the invoice date for goods and services to be certified by the Fiscal Officer that a sufficient sum was appropriated and free of any encumbrances (Then and Now Purchase Orders). If the amount is greater than $3,000.00, the Board must authorize payment.

Trustee Comments
Mrs. Young thanked everyone who attended the Trustee meeting and for all their comments. She did not think anyone could sum up how much Mr. Snyder will be missed. She wished everyone a Merry Christmas and a very Happy New Year.
Mr. Berry also expressed that he hated to see Mr. Snyder go and did not know what it is going to be like without him. He also thanked everyone involved with the remodeling of the Government Center. He loved the new carpet and the quieter feel of the hallway. He, too, wished everyone a happy holiday.
Mr. Snyder expressed his appreciation to everyone. He believed the Township worked as a team and that he was just one member of that team. He thanked everyone for working with him and for supporting him, this group, and the community. He expressed his hope that the City and the Township stays separate for a long, long time. He said that “the competition alone, makes us good. If we lose one of those competitors, things sort of slide.” He believes that competition is what we are today. He thanked everyone for the nice program that was held earlier. He wished everyone a Merry Christmas and a Happy New Year.
Mr. Zobrist also expressed his thanks to Lee Snyder for all that he has done for the Township. He recognized the time and effort he has given to community service.
