The Washington Township Board of Trustees met in Regular Session on November 2, 2009, at 7:30 p.m. at the Washington Township Government Center, 8200 McEwen Road. President Snyder opened the meeting and led the Pledge of Allegiance.

Mr. Snyder read and presented a proclamation commending Acadia Technical Services for their contributions to the economic vitality of Washington Township and the Miami Valley.

Revision of 2010 Board of Trustees Meeting Schedule
The schedule for both the regular meetings, which are generally the first and third Mondays of the month, and the evening workshops, which are generally the second and fourth Mondays of the month, except when there is a holiday, was approved at the October 5th Trustee Meeting. It is recommended that the schedule be revised to change the time of the second Monday meeting of the month, which is typically a workshop, to 3:00 p.m.
It was moved by Mr. Berry, seconded by Mrs. Young, that the Board adopts the revised Washington Township Board of Trustees Meeting Schedule for 2010.

Purchases
The Township is preparing to install a new telephone system and, as part of that, has identified necessary improvements to the existing computer network system. This upgrade was anticipated and, therefore, included in the 2009 budget. The upgrade involves the installation of fiber optic cable from the Recreation Center to the Public Works building to provide secure, reliable connections necessary to support the proposed telephone system. Staff has solicited quotes for this work and has identified a preferred provider.
It was moved by Mrs. Young, seconded by Mr. Berry, that the Board approves the purchase and installation of fiber optic cable from Emery Communications, Dayton, Ohio, for the approximate total cost of $19,400.

Washington Township uses the law firm of Denlinger, Rosenthal and Greenburg for guidance on personnel activities of the organization. Additional funds are required to continue use of those services throughout the remainder of this year.
It was moved by Mr. Berry, seconded by Mrs. Young, that the Board authorizes additional funds not to exceed $10,000 for services rendered from Denlinger, Rosenthal and Greenburg, Inc., Cincinnati, Ohio.

Resolution
The Township has abated the nuisance of high grass and weeds on private property located in the unincorporated portion of Washington Township during 2009. Washington Township contracts for these services and passes on the individual costs associated with a particular property to the owner. The property owners who have not paid those costs in 2009 are listed in the attached Exhibit A.
It was moved by Mrs. Young, seconded by Mr. Berry, that the Board adopts a Resolution of Certification of Cost and Expense to the Montgomery County Auditor, in accordance with Section 971.35 of the Ohio Revised Code, authorizing a total of $7,268.11 be certified to the Montgomery County Auditor to be placed on the tax duplicate of the corresponding properties.

Engineering Services
Tes Tech is near completion of the original plans for improvements of Paragon Road. Staff has requested core samples of the existing roadway.
It was moved by Mr. Berry, seconded by Mrs. Young, that the Board approve Tes Tech, Dayton, Ohio, to perform roadway core samples on Paragon Road for the approximate cost of $3,500.

Change Order
Additional work was requested for the 2009 Sidewalk and Curb Repair Project. The detailed quantities were submitted and, even with the additional work, the project is within the budgeted amount.
It was moved by Mrs. Young, seconded by Mr. Berry, that the Board approves payment to America’s Decorative Concrete for the amount of $3,940.75.

ADDENDUM
Contract
During preventive maintenance on the HVAC system at the Recreation Center, it was found that three heat exchangers need to be replaced. These units are approximately 13 to 14 years old. One unit is over the small gym and the others service the lobby area near the climbing wall. Currently there is no heat in the small gym. The total cost to replace three units is approximately $6,500.
It was moved by Mr. Berry, seconded by Mrs. Young, that the Board approves contracting with Refrigeration Control, Dayton, Ohio, for the replacement of three heat exchangers for the Recreation Center for the approximate total cost of $6,500.

TOWNSHIP ADMINISTRATOR’S REPORT
Ms. Lightle thanked all of the residents for their patience as they have traversed in and out of the Government Center building during the past couple of weeks. The Township is painting all of the walls, replacing the ceiling grids and tiles, and is having other miscellaneous work done.
Ms. Lightle also reminded staff to stay and help set up the meeting room for voting the next day.

It was moved by Mrs. Young, seconded by Mr. Berry, that the Board approves the Regular Check Register dated November 2, 2009, in the amount of $323,767.55, said amount having been certified and appropriated.

Trustee Comments
Mr. Berry commented that the Trustees had the opportunity to attend the 15th anniversary of the Centerville-Washington Park District at the Nature Nook park and to see some of the photos, memorabilia and maps of the various parks. He does not believe that anyone lives more than a quarter of a mile away from either a green space or a park. He indicated that he is not only proud of the parks, he is also proud of his fellow residents who keep their homes up in such a beautiful fashion.
Mrs. Young congratulated everyone who played a part in the recycling day on October 24th.
Mr. Snyder reminded everyone that tomorrow is Election Day and indicated that all of the signs will be coming down the following day. He encouraged everyone to vote.
